About Sheena and family
Sheena (with her paternal family, pictured right) had an international upbringing. Dad, Dave, worked as a fisheries officer in PNG for a total of 12 years. For more background on Dave, the author of this page, click here.
Sheena grew up in Papua New Guinea, Hong Kong (almost three years’ schooling) and Scotland (one year’s schooling) with occasional vacation visits back to PNG and to dad Dave’s home country – Scotland.
Dave and wife Julie are now Australian citizens, living in Wonga Beach, near Cairns, Queensland.
Sheena chose to stay in her beloved PNG and pursue a once-successful career in the Police Force of Bougainville, her mum’s home province, for over 20 years, rising to position of Detective Sergent, Head of Criminal Investigation in Buka, the northernmost large island of AROB.
Was Sheena too honest to remain in that position in Bougainville? She is a “chip off the old block“. Sadly, I am convinced that is the reason for her being victimised by corrupt Bougainville police.





In February 2023, Sheena was detained.
Without access to sunlight, fresh air or a decent diet for over six months, Sheena’s confinement was a clear violation of her human rights. While we are fighting to get Sheena cleared of all charges, Sheena’s case also shines a light on the terrible breaches of human rights suffered by some of the detained in Bougainville, PNG.
Reason for this website
The over-arching reason for this website is to flag the apparent danger that Bougainville, now referred to as the Autonomous Region of Bougainville (AROB) in Papua New Guinea (PNG), is becoming a Police State where there is allegedly police rule by fear, intimidation, corruption and other gross violations of civil and human rights.

Allegations
There are allegations that certain senior police officers and/or a given officer (named below) in AROB are doing or have done the following:
- have or are encouraging and/or turning a “blind eye” to robberies, whilst hiring or lending out firearms to those who rob,
- have committed gross violence, including the brutal bashing of a young inmate in his prison cell leading to his death four days later (late 2023),
- AROB Police officer, Snr. Inspector Spencer Aili, has allegedly committed rape of a prisoner’s wife, molested a prisoner’s underage daughter and repeatedly and severely sexually harassed female police officers, without a thorough follow-up investigation,
- have or has “lost” victim statements in the records section of the police offices: these were statements given by complainants to junior police officers regarding serious offences, in particular the rape and child molestation charges (Inspector Aili’s wife works in the police admin section),
- have conducted extreme payback on one female officer, namely (then Detective Sergent) Sheena Cook, my daughter: DS Cook had turned whistleblower on Snr Inspector Spencer Aili. She was illegally seized at night and her civil and human rights were subsequently grossly violated over the following 8 months whilst held in solitary confinement and denied access to visitors including a private lawyer and her two sons as detailed on this site and on my Facebook page.

Purpose of this site
An accurate and simple record which can be accessed by anyone the world over. This site will create awareness of the need for PNG National intervention by the highly respected PNG National Police Commissioner, David Manning, to investigate what Deputy Commissioner, AROB Police, Francis Tokura is the doing about the above alleged crimes and whether DC Tokura is complicit in these.
